The flamer mod itself doesn't trigger fire damage, it's the capacitor mod that triggers the fire damage. It only works with the flamer if you add a mod that adds fire damage. Aligned for vats. True for hip fire. Since yours is ari/hit so i suggest dont turn it into flamer, put a sniper barrel or keep it auto (auto barrel mod box is not available).
